Terrorism-Free Türkiye Package on the Parliament’s Agenda

The framework law proposal prepared within the scope of the Terrorism-Free Türkiye process is expected to be submitted to the Turkish Grand National Assembly before July 15.

It has been reported that the preparation of the framework law that will create the legal infrastructure in the new process carried out within the scope of the fight against terrorism in Turkey is nearing completion. It is envisaged that the regulation, which will be prepared after contacts with security sources and relevant evaluations, will be put on the agenda before the Turkish Grand National Assembly takes a break from its summer term work.

According to the news in Türkiye Newspaper, the proposal, which will be shaped in line with the comprehensive report to be prepared by the security bureaucracy, is planned to consist of approximately 8 to 9 articles. The regulation is expected to determine the basic principles regarding the disarmament process and the legal framework for those who can benefit from the process. It is stated that the prepared draft will include definitions regarding the status of members of the organization who lay down their arms, as well as provisions regarding the purpose and scope of the regulation. In addition, the legal rules under which the investigation and trial processes of people who leave organizational activities will be evaluated will also be regulated. In evaluations of the process, it is stated that the organization is expected to take certain steps to lay down its arms.

Following these developments, it is planned to give the final form of the legal regulation. In the evaluations regarding the process, there are predictions that some managers and members within the organization may prefer to live in third countries instead of returning to Turkey.

Those who will return to Turkey will mainly consist of members who are not accused of any crime.
