Hayat 112 Emergency application introduced: Reports can be made with photos and videos

The application, which can be used on Android and iOS devices, allows citizens to log in with their e-Government information and send notifications with location, photo, audio notification and 10-second video support. In the new platform, different modules such as first aid, public order, disaster, school security, KADES, SLEEPING, traffic accident, fire, radar information, gathering areas and nearby health points have been gathered under a single application.

The one-click digital notification era has begun with Hayat 112 Emergency. Minister of Internal Affairs Mustafa Çiftçi said in his statement at the launch program of the Hayat 112 Emergency Mobile Notification Application that notifications will now be collected digitally under a single roof. Çiftçi stated that citizens can make notifications with 10-second video recordings as well as voice notifications. The application has been activated as of today and is available on Android and iOS stores.

The application works with e-Government information. Minister Çiftçi stated that the system has the nature of a digital petition. He stated that 112 has ceased to be just a voice call line and has been transformed into a multimedia-based platform where photos and videos can be shared. The Ministry’s mobile applications in different fields were also brought together under the umbrella of Hayat 112 Emergency. One of the main sections of the platform was “First Aid Notification”.

In case of a crisis, users can transmit their precise location or the address of their relatives registered in the system to the center with a single click, without having to describe their address. A photo or a 10-second video can be added to the report. These visuals are used for teams to evaluate the situation before going to the scene. Notifications can also be created through the application for fights, theft and suspicious public order incidents.

As soon as the notification is sent, the user’s location falls to the center and security forces are directed to the scene. The Ministry of Internal Affairs announced that identity and personal information will be kept confidential during the notification processes in accordance with KVKK. The application also includes a separate warning and notification system for natural disasters. Users can send a notification that they are under rubble or stranded in case of a disaster.

Damage assessment, accommodation and other assistance requests can also be submitted via the same platform. With the Latest Earthquakes module, earthquakes across Türkiye can be followed on the map. The Safe feature has become one of the important parts of the application on the disaster side. When an earthquake of magnitude 5 or more occurs within 100 kilometers of the user, an automatic notification appears on the screen.

With a single touch, the user can send an I’m safe message and instant location to the relatives he/she has previously registered in the system. The Emergency Assembly Areas feature has also been added to the application for disaster scenarios. The closest safe assembly areas determined by AFAD can be viewed on the map. Additionally, users who want to become AFAD volunteers can apply through the application. The Alarm Button developed for people trapped under the rubble is also included in the application.

This button produces a high-frequency sound that the human ear cannot hear but can be detected by search and rescue dogs. For situations where voice communication is not possible, a morse code supported emergency call for help has also been included in the system. The School Emergency module, developed specifically for teachers, is also available on the platform. This module only works within the boundaries of the school where teachers work.

When there is violence or a security crisis at school, the call goes to the center with the code “very urgent” and security forces are directed to the relevant school with automatic location information. Teachers working in more than one school can send a notification by selecting whichever school has an emergency through the application. The KADES application, which is used to combat violence against women, has also been moved to Hayat 112 Emergency.

The Ministry announced that the existing fast infrastructure of KADES has been preserved and the system has been made compatible with smart watches. Users can send an emergency signal with a single click via the smart watch when they cannot reach their phones. The SLEEP system, used in the fight against drugs, has also been integrated into the new platform. Citizens can report drug incidents and suspicious situations they witness to law enforcement officers with photo or video support.

The Ministry announced that the identities and personal information of the people who report in this section will be kept confidential. Hayat 112 Emergency also includes notifications regarding stray animals. Users can report injured animals and stray animals that may pose a danger to the center via the application. Minister Çiftçi said that these animals will be taken from the streets and placed in shelters under the coordination of governorships and municipalities.

It was announced that the rate of collecting stray animals throughout Türkiye has reached 81 percent, and the process continues for the 19 percent that have not been taken to shelters. A separate reporting section has been created for traffic accidents. Users can send the accidents they experience or witness to the center with location, photos and videos. Minister Çiftçi specifically stated that these images will not be used for insurance transactions or damage assessment.

Photos and videos are evaluated to determine the severity of the accident, whether the vehicle is stuck, and which equipment will be sent to the scene. In practice, fire notifications are divided into two: forest and indoor. Forest fire notifications are transferred to the relevant forestry organization, and indoor fire notifications are transferred to the fire brigade. Precise location and photos sent by users allow teams to see the extent of the fire before going to the field.

The Other Notifications menu also includes different urgent topics such as terrorism, smuggling, irregular immigrant mobility, sexual assault and suicide attempt. While the application digitizes emergency notifications, it also preserves the classic voice call system. Users can connect directly to the voice call center with the 112 Emergency button on the screen. The application also includes traffic modules for drivers.

Before setting off, users can view EDS points, fixed radars and speed corridors on the map. For security reasons, the exact location of the turning points is not shared, but information on how many traffic controls will be passed along the route is shown. With the What’s Near Me module, the nearest on-duty pharmacies, hospitals and health centers can be viewed on the map. The Ministry announced that this section will expand with daily service categories other than health in the future.

In the application, emergency alerts such as earthquakes, floods and excessive rainfall will also be sent for 5 provinces and 5 districts selected by the user. Hayat 112 Emergency is currently offered with English language support. Minister Çiftçi said that new languages will be added to the system and new features supported by artificial intelligence will be included in the application. The Ministry of Internal Affairs announced that the application was developed by its own engineers without external support.
