GNAT (AA) – Discussions on the Turkish Red Crescent Law Proposal have started in the GNAT Internal Affairs Committee. The commission convened under the chairmanship of AK Party Istanbul Deputy Süleyman Soylu. In his speech at the opening of the meeting, Commission President Soylu said that the Red Crescent is the apple of the nation’s eye and the trust of our ancestors. Emphasizing that the Red Crescent stands by people in the most difficult times, from wars to the years of mobilization, from heartbreaking disasters such as earthquakes, floods and fires to the hand of compassion extended to the oppressed who have been displaced from their homeland, Soylu said, “While our nation is grieving and shedding tears with its people in a disaster area, devastated by a flood or earthquake, the Red Crescent lends a hand to our nation unconditionally in the middle of the night, sometimes in the cold of the evening, sometimes in the scorching noon heat when the sun cracks lips.” “Red Crescent is the hearth of mercy and kindness.
It is the first act of kindness that has been engraved in our minds and hearts since our childhood and taught to us in our schools.” he said. Stating that they will bring together a historical act of kindness with the law it deserves, with the joint efforts of the deputies and representatives of public institutions and organizations at the meeting, Soylu said, “As a son of this country, I would like to express that I am very honored that such a law came to our great Parliament today and that the independent law of the Red Crescent was evaluated, handled and implemented by this delegation, of which we are a member.” he said.
Soylu continued his words as follows: “We all know that every article of this law, every line put on paper, are the stones of goodness that will be laid all over the world tomorrow, from Gaza to Myanmar, from Syria to Lebanon. Of course, the name and activities of the Red Crescent have been mentioned in our various laws until today. However, for the first time, our Gazi Assembly has made the Red Crescent independent, from strengthening its own organizational structure and capacity to some vital rights and basic needs.” It carries out such a comprehensive study that will give it an independent identity.
In fact, this proposal is, above all, the work of our state and our Parliament’s will to strengthen its own tree of mercy with a special law and carry it into the future.” Recalling the Kahramanmaraş-centered earthquake disaster on February 6, 2023, Soylu said that a lot of aid came from all over the world, from search and rescue to shelter, health, rehabilitation, improvement and renewal, and infrastructure services.
Stating that it is imperative to use international capacity in times of war, migration movements, and disasters that may cause international calls, Soylu said, “This is a need not only for our country, but for all countries in the world. It is the most basic necessity that this need be adorned with common rules.” he said. Soylu pointed out that a call was made at the 34th International Red Cross and Red Crescent Conference in 2024 to “Strengthen your national societies with special laws” and said: “If our Gazi Assembly approves, we will meet this call with our own domestic law.
We, as the Republic of Turkey, which helps the most in the world, sometimes being the first, sometimes the second, but always being at the forefront and carrying the flag of mercy, will provide this legal armor to our Red Crescent, which 109 countries in the world already have today, and we will reinforce its power and cooperation in the international arena with our own domestic law. “The main purpose of this law is to ensure an independent guarantee of the special status of the Red Crescent arising from international law, and to carry its organizational structure and institutional capacity into the future in a much stronger and more dynamic way.” – “Strengthening the institutional capacity of the Red Crescent is strengthening the helping hand reaching out to humanity.” AK Party Sivas Deputy Hakan Aksu, one of the first signatories of the proposal, said that they showed great sensitivity during the preparation of the bill and that the regulation was prepared as a result of a comprehensive 6-month study.
Expressing that the Turkish Red Crescent is not just an aid organization, it is a well-established institution that reaches the field first in times of disaster, lends a hand to those in need, stands by the oppressed in war and crisis zones, and represents the nation’s understanding of solidarity and compassion. Today, the Turkish Red Crescent is a respected humanitarian aid organization that operates not only in our country but also in many crisis regions of the world and represents Turkey’s diplomacy of conscience.
The humanitarian tragedy in Gaza, increasing conflicts and migration movements increase the importance of strong aid organizations day by day. Therefore, strengthening the institutional capacity of the Turkish Red Crescent means strengthening not only our country, but also the helping hand reaching out to humanity in every geography where it is needed.” he said. Stating that there are special legal regulations regarding national associations in 109 countries of the world, especially Germany, the United States of America, England, Switzerland, Italy, China and Australia, Aksu said, “Our bill does not introduce any exceptional practices, on the contrary, it creates a legal framework compatible with international examples.” he said.

Expressing that the Red Crescent is strong in Turkey, Yılmaz said: “I would like to proudly express that when we go abroad or go to the federation and sit in those 192 countries, it is much stronger there.
Of course, this is not the power of the Red Crescent, but the power of the Turkish nation. Because we provide aid with the donations we receive from the Turkish nation. We do not do it with the budget we receive from the state. Therefore, the Turkish nation is a nation that manages to put this before its own needs whenever there is a need anywhere.
