Under the auspices of Minister of Industry and Technology Mehmet Fatih Kacır, TÜBİTAK exhibited the capabilities it developed for the critical systems and technologies needed by the defense, aviation and space industry at SAHA 2026, and signed 14 strategic cooperation agreements in line with the “National Technology Move”. SAHA 2026 International Defense, Aerospace Industry Fair, organized at Istanbul Expo Center with the organization of SAHA Istanbul, the largest defense, aviation and space industry cluster of Türkiye and Europe, continues.
On the second day of the fair, the TÜBİTAK SAHA Signing Ceremony was held under the auspices of Minister Kacır as a concrete indicator of the collaborations established between TÜBİTAK and stakeholder institutions and organizations. In his speech here, Minister Kacır stated that the trademark of the Turkish defense industry is “ecosystem” and said: “Turkish defense industry giants, which are among the largest defense industry companies in the world, our SMEs, technology initiatives, research centers, institutes and laboratories represent R&D and production intelligence working together.
Thanks to this interaction, the Turkish defense industry manages to quickly complete and add to the inventory large projects that are rare in the world. Our task is to continue to strengthen this interaction day by day. I believe that the signatures signed between TÜBİTAK and its stakeholders today will bring our Turkey closer to this goal, and Türkiye will continue to meet its most critical needs in the defense industry with local and national means with these projects.
“Hopefully, the Turkish defense industry ecosystem will continue to achieve successes at a level that only a few countries in the world can achieve, in cooperation with the sweat of our more than 100 thousand colleagues in more than 4 thousand companies.” At the ceremony, 14 strategic cooperation agreements were signed in line with the “National Technology Move”. Double signature with ASELSAN A “Aselsan Gyroscope Equipment Supply Agreement within the Scope of the High Resolution Constellation Satellite Development Project” was signed between ASELSAN and TÜBİTAK UZAY.
With this contract, signed for the use of gyroscope equipment developed by ASELSAN in the İMECE-3 satellite developed within the scope of the TUGEP project, it is aimed to reduce foreign dependency and increase system capabilities by ensuring the integration of domestic and national solutions in critical inertial measurement technologies into space platforms. With the “Cooperation for GÖKSUR Competence Gain” signed between TÜBİTAK SAGE and ASELSAN, it is planned that the parties will work in cooperation by bringing together their experience and knowledge in their fields of expertise within the scope of the GÖKSUR full-throw missile development contract.
“Framework Cooperation Protocol for Space Technologies” was signed between ROKETSAN and TÜBİTAK UZAY to strengthen cooperation in the field of satellite and space technologies. While the protocol aims to use the technical competencies and infrastructures of the parties more effectively, R&D activities, joint project development and localization of critical technologies are among the priority areas. Various agreements were made from education to space.
With the “Pardus Operating System Dissemination Project in Education” signed at the ceremony, it is aimed to develop the Pardus ETAP Operating System, which works on interactive boards used in schools within the Ministry of National Education, and to carry out its maintenance and support processes with a holistic approach. As of July, approximately 650 thousand interactive whiteboards across Türkiye will be converted to Pardus infrastructure.
With the “Cooperation Protocol Between TÜBİTAK SAGE and EHSİM Electronic Warfare Systems”, it is aimed to create operational concepts on electronic warfare, to start feasibility studies in order to neutralize the enemy’s communication and radar systems, as well as to ensure the safe operation of friendly systems. The “Multifunctional Advanced Material Technologies Research Protocol for Sustainable High Performance Energy and Propulsion Systems” between TÜBİTAK MAM and DELTA-V covers joint R&D and product development activities in the fields of high and ultra-high temperature ceramic matrix composite materials and advanced hydrogen production, storage and propulsion technologies.
TÜBİTAK contribution to KAAN’s engine, with the “New Generation EB-PVD Thermal Barrier Coating Development” protocol signed with TEI, developed thermal barrier coating processes using new generation ingots with chemical compositions different from 7YSZ, which is widely used commercially, for turbine blades (blades), which are one of the most critical components of KAAN’s engine, and improved the operating temperature and performance of the engine by developing thermal barrier coatings with lower thermal conductivity compared to 7YSZ.

The “Cooperation Protocol on the Implementation of CBRN Collective Protection Systems” between the Ministry of National Defense and TUBITAK Marmara Research Center aims to modernize the protection of shelters affiliated with the Ministry of National Defense against chemical, biological, radiological and nuclear threats, to calculate the compliance of newly established shelters with relevant military standards and to create system layout plans that need to be established for CBRN protection purposes.
With the Ministry’s “350 MILSEC-3KX Voice Security Encryption Device Supply Contract” with TÜBİTAK BİLGEM, it is planned that 350 MILSEC-3KX units needed by the Naval Forces Command will be supplied by the Ministry of National Defense and the devices will provide secure communication with both NATO and national elements by encrypting the radio communication. The signing ceremony for Joint AR-GR, Product Development and Commercialization Activities Cooperation with ASFAT, Degaussing System Supply Subcontracting Agreement within the Scope of the TF-2000 Air Defense Warfare Destroyer Project and “Offshore Patrol Ship Project 7th-10th Ships Degaussing System Supply Subcontracting Agreement” was also held.
