ANKARA (AA) – Minister of Internal Affairs Mustafa Çiftçi said, “A security that is not based on law is not permanent and sustainable. For this reason, we continue to develop our security policies in the new period based on a citizen-oriented and law-based approach that protects rights and freedoms, is based on a preventive approach.” he said. Minister Çiftçi attended the Legal Policies Board Meeting chaired by Mehmet Uçum, Deputy Chairman of the Presidential Legal Policies Board, at Çankaya Mansion.
Speaking here, Çiftçi stated that the state is a structure consisting of institutions and organizations, as well as a great civilization combination where justice, security, freedom and public order are kept alive together. Stating that in the historical context, powerful states gained legitimacy by basing power and justice on law, and survived by strengthening the sense of trust between them and their citizens, Çiftçi said, “In our state tradition, the understanding of ‘Let the people live so that the state lives’ prevails.
“The line extending from Nizam al-Mulk’s Politics to Ahmet Cevdet Pasha’s understanding of law, from the noble state experience of the Seljuks and the Ottomans to the legal order of our Republic, shows that justice and security are not alternatives to each other, but complementary.” he said. Çiftçi emphasized that each of the activities and studies carried out by the Ministry of Internal Affairs is the manifestation of the law on the field and said: “Each task we undertake, from public order to the fight against terrorism, from migration management to disaster management, from cyber security to traffic safety, from combating disasters to population services, directly serves to protect the legal order and secure the fundamental rights of our citizens.

Pointing out that the world is going through a major transformation process, Çiftçi emphasized that artificial intelligence, digital platforms, cyber threats, international migration movements and hybrid security risks make it necessary to rethink classical understandings of law and security. Minister Çiftçi said: “There is a greater need for an understanding that foresees the risks of the future today, develops preventive measures and produces public policies that center people.
Therefore, the cooperation between our Presidential Legal Policies Board and our Ministry of Internal Affairs is of great importance at this point. Stating that security policies are the guarantee of freedom, Uçum said: “Freedom and security are not opposites of each other and there is no dichotomy relationship between them. On the contrary, there is no freedom where there is no security. Where there is no security, there will be chaos. Freedoms only exist in environments where the state provides security. For this reason, the Republic of Turkey can never be expected to compromise on strong security policies developed to secure rights and freedoms.” After the speeches, the meeting continued closed to the press.
