The “ENFAL-17” missile, developed by Makina ve Kimya Endüstrisi AŞ (MKE) against low-altitude flying targets and named after the Holy Quran, was exhibited for the first time at the SAHA 2026 International Defense, Aviation and Space Industry Fair. MKE General Manager İlhami Keleş told AA about the ENFAL-17 missile, which will work integrated with the TOLGA Close Air Defense System (YHSS), which was exhibited for the first time at SAHA 2026 held in Istanbul Expo Center, where Anadolu Agency (AA) is the global communication partner.
Stating that one of the most important threats of recent times is unmanned aerial vehicles and drones, Keleş said that the need to develop measures against such threats in parallel with the threat has emerged. Keleş stated that they developed TOLGA YHSS within the scope of developing precautions and said, “The TOLGA system transfers the images received from the radars to the artificial intelligence-supported command and control system, and here it is about disabling them with jammers on the soft-kill side of the work, and then eliminating them by using barreled weapons and 12, 20, 35 millimeter weapons and ammunition specially developed for drones on the hard-kill side.” he said.
Emphasizing that these are not enough, Keleş continued his words as follows: “To reinforce this, 3 new systems are being added to TOLGA. One of them is a laser air defense system that will destroy drones with a laser. Another is a microwave. We could not bring it here because its tests were not completed, but its tests will continue right after the fair. Microwave is in the form of burning drones that have approached a certain distance and entered the area within which the microwave can power.
It is a very serious measure, especially for swarm attacks. Another one is ENFAL-17. ENFAL-17 is a rocket system. Not only Shahid-like drones, as it is effective up to 30 thousand feet, but also all kinds of threats below 30 thousand feet, we can also add stand-off ammunition, attack helicopters or very low altitude manned air threats. “It is a system we developed to take precautions against all these threats.” “If the threat is cheap, the measure must also be cheap, ENFAL-17 meets such a need.” MKE General Manager Keleş emphasized that ENFAL-17 is a system developed to take precautions against all threats and said, “This system has two basic features.
The first is the hit quality, that is, the high hit rate. The second is that it is an EBU, which means it has an ‘effective, simple and cheap’ system. It costs one-eighth less than its counterparts. Because the threat is low-cost, so the solution must be low-cost.” he said. Keleş continued: “Last time, in the Iran War, we saw that the Gulf countries had to launch Patriots even against simple Shahid drones and the costs they incurred and the difficulty of managing surplus stock.
Therefore, if the threat is cheap, the measure must also be cheap. ENFAL-17 meets such a need. We named this rocket system ENFAL-17, but it is actually a part of the TOLGA system. Therefore, the meaning we attach to the name ENFAL-17 is actually a mission assigned to the entire TOLGA.” Pointing out that the TOLGA system is a defense system supported by moral motivation, Keleş stated that this was also passed by the Defense Industry Executive Committee, normal procurement processes continue, and the needs of the Land, Air and Naval Forces are collected.
“It is a very effective system that comes with export potential without entering our own inventory.” İlhami Keleş noted that the decision regarding their procurement was made at the Defense Industry Executive Committee and shared the following: “They will continue to be included in the inventory within the scope of the process we are currently carrying out with the Presidency of Defense Industries. We have sold these to three countries, not only Türkiye, but also Egypt, Saudi Arabia and Qatar.
Their processes continue. Therefore, it is a very effective system that comes with export potential before it even enters our own inventory. Because it has the ability to meet a very important need at a very low cost. So it’s an effective, simple and cheap solution. “And that is our new production policy.” Pointing out that the nationalization capability was also brought to the agenda at the fair within the scope of SAHA 2026, Keleş said, “There are CBRN systems for which we signed a sole source purchase agreement with the Ministry of National Defense yesterday.
“In other words, we nationalized the CBRN systems that were not previously produced in Turkey, which we developed to protect our soldiers, facility employees, that is, people, in a Chemical, Biological, Radiological and Nuclear (CBRN) attack, and we signed it yesterday,” he said. Keleş stated that the launches of 155 millimeter on-board guns, 105 millimeter guns and many other systems that were exhibited at the fair for the first time continue to be made.
