The Ministry of Treasury and Finance continues its work for a comprehensive change in the legislation covering public procurement processes. In the regulatory process carried out within the framework of the Medium Term Program (MTP), it is aimed to harmonize public tenders with international standards and support them with digital infrastructure. According to the evaluations made by the Ministry, the new regulations aim to increase transparency, competition and accountability in public procurement.
It is planned to make control mechanisms more effective by carrying out the process through digital systems. It is stated that international practices, especially the European Union public procurement directives, were taken into account in the prepared draft studies. In this context, the focus is on restructuring the public procurement system to adapt to innovative and sustainable purchasing models. One of the important topics of the regulation is the current exception practices.
It is stated that exceptions regarding methods such as direct procurement will be reconsidered, and the scope of the open tender procedure will be expanded. Authorities state that the changes to be made aim to strengthen process integrity in public procurement and make transactions more traceable with digitalization.
