The decision to cancel the operating permit of Istanbul Bilgi University became a public agenda. It was reported that the activities of the university were terminated within the scope of the Presidential Decree published in the Official Gazette. In the decision, it was stated that the transaction was carried out within the framework of Additional Article 11 of the Higher Education Law No. 2547. A trustee was previously appointed to the Bilgi Education and Culture Foundation, to which the university is affiliated, by court decision.
Within the scope of the investigation launched in September 2025, trustees were appointed by the Savings Deposit Insurance Fund (TMSF) for the companies within Can Holding, and changes were made in the management of the foundation. During the investigation process, the current foundation management was dismissed and a new board of directors was formed, including members of the Council of Higher Education. With the last published decision, the university’s operating license was officially revoked.
After the activity permit is revoked, the transition and placement process of students regarding their educational life is expected to be announced by the Council of Higher Education. Authorized institutions are expected to share a new road map in the coming days to prevent students from suffering.
